The Real Risk of Russia Using Nuclear Weapons Against Ukraine

The CIA Director, William Burns, expressed his belief that there was a genuine risk in the fall of 2022 of Russia using nuclear weapons on the battlefield against Ukraine. He highlighted the seriousness of the situation during a moderated conversation with the U.K.’s secret intelligence chief, Richard Moore. Burns emphasized that the West should not be intimidated by Russian President Vladimir Putin’s threats of nuclear escalation.

At President Joe Biden’s direction, Burns met with his Russian counterpart, Sergey Naryshkin, at the end of 2022 to reiterate the consequences of nuclear escalation. Despite the tensions and risks involved, Burns stated that it was crucial to maintain direct and open communication on the matter. The White House did not respond immediately to inquiries regarding the discussion between Burns and Naryshkin.

Russia’s official nuclear doctrine is defensive in nature and is based on the principle of deterrence. It allows for the use of nuclear weapons in response to an attack with nuclear or other weapons of mass destruction against Russia or its allies. However, recent events, such as Ukraine’s incursion into Russia’s Kursk region, have prompted discussions within the Kremlin about potential amendments to the nuclear code.

The Kursk offensive by Ukrainian troops has raised concerns in Russia and put pressure on Putin’s administration. This military action has exposed vulnerabilities within Russia’s military and has had a significant impact on the ongoing conflict. Deputy Foreign Minister Sergei Ryabkov mentioned that there are ongoing discussions about potential changes to Russia’s nuclear doctrine in response to recent developments.
